no, farming is bannable. there is no qi gained from draws, only from wins and losses.
By intermediate server, I am guessing that is a static server. Yes, this is an offense that isnt taken lightly.
Next time you happen to encounter a couple people doing this, quickly find any ToriAgent, PT member, Smod, Admin etc etc and tell them. They will deal with it from there. I suggest going on irc to find us as we are always around on there and quick to reply :P If not, just PM one of us.
In any case, try not to make new threads for every report. Thank you.
As for gaining qi, I personally wouldnt know if they could or not, Im sure someone who does know can come unlock the topic and clarify for you, but in any case it is an extremely annoying act that hinders other people from playing, so yes we will ban people for doing this excessively.
