When I try to install Toribash a menu immediately pops up and says that there that "Movefile has failed; Code 32 This file is in use by another program" I have to hit abort to stop the install, retry to get the same message, and ignore to skip the file but it does this for every file. I have tried deleting it, downloading it several times.

I'm having the same problem. I wish someone would figure this out.

If you are trying to install 3.72, try installing an earlier version (search using google), and if you are not trying to install 3.72, try installing 3.72. Or make sure you are downloading it for the right operating system.
